On January 14, 2002 ALLETE  announced its wholly owned  subsidiary  ALLETE Water
Services,  Inc.  (ALLETE Water Services) will begin  discussions with additional
parties interested in purchasing Florida Water Services  Corporation's  (Florida
Water)  assets.  Florida  Water is a wholly  owned  subsidiary  of ALLETE  Water
Services.

ALLETE Water Services has been under an agreement to negotiate  exclusively with
the Florida Governmental Utility Authority.  The two parties were unable to come
to mutually  acceptable terms when the exclusivity  agreement expired on January
11, 2002.
